It has been statistically proven that hot air ballooning should be excluded from the minimum safe altitude requirements now enforced by FAA regulations.  The regulation known as 14 CFR 91.119 was written for fixed wing aircraft with totally different glide paths and can be detrimental to safe flight for hot air balloons, their passengers and the general public.

Our goal is only to add two words to the existing regulation.  The current regulation exempts helicopters from the same fixed wing minimum safe altitude requirement.  We are asking only to add "and balloons" to the current wording.

91.119 (d)... Helicopters (AND BALLOONS) may be operated at less than the minimums in paragraphs (b) or (c) of this section if the operation is conducted without hazard to person or property on the surface.

Over 4 times local and national ballooning organizations have requested changes to the regulation each time the request has been denied or tabled by the Federal Aviation Administration.  This website is designed to help inform interested parties to better understand the urgency of changing the FAR.
